I think he means that if you get jumped by an aggro NPC in a law-protected town, you will get charged with a crime and they won't. Examples: Stupid centaur in Grahme, rowdy and drunk guy in Everclear's bar. |

Yes Gold about cleared it up. Because then you have to fight your way out of the city, and break more laws. |
